In Service Promotion of Teaching and Non-Teaching Staff 2026

The Directorate of Public Instruction (EE), Lahore, has issued a very important notification in connection with “in Service Promotion of Teaching and Non-Teaching Staff 2026”.  The School Education Department has issued clear directions to all Chief Executive Officers (DEAs) across Punjab to ensure completion of long-pending promotion cases of teaching and non-teaching staff from BS-01 to BS-16 up to 31-12-2025 within a strict timeline.

In continuation of earlier correspondence dated 29-12-2025, the competent authority has shown serious concern regarding delays in in-service promotions and has instructed immediate action without fail.

Clear Directions from DPI Punjab

According to the issued directions:

• All CEOs (DEAs) are required to take necessary steps to complete the promotion process within one month.

• Promotions must be processed under prescribed rules and policy without any delay.

• Promotion orders of teaching and non-teaching staff may be issued within one month as per rules, with proper intimation to the Directorate.

The School Education Department, Punjab Lahore, has emphasized that this issue must be treated on a priority basis.

Submission of Promotion Data – Proforma “A” & “B”

All districts have been directed to submit complete information of promotion cases on the prescribed:

• Proforma “A”

• Proforma “B”

This information must be submitted to the Directorate immediately, even before leaving the office, through a well-versed or special messenger.

Required Documentary Evidence

Along with promotion data, the following documents are mandatory:

1. Notified seniority lists as on 31-12-2024

2. Notified seniority lists as on 31-12-2025

3. Promotion notifications of all categories

3. Promotion cases of Non-Teaching cadre (Junior Clerk / Senior Clerk / Assistant) up to 31-12-2025

4. Number of deferred cases of all categories

5. Number of promotion cases placed before DPC

6. Number of pending promotion cases in all categories

7. Certificates regarding updated seniority lists up to 31-12-2024

Final Decisions of the Meeting

After thorough discussion, the participants agreed that:

• All promotion-related tasks must be completed within one month.

• DPI (EE) Punjab will issue directions to lower formations to ensure compliance.

• All procedures must strictly follow rules, policy, and prescribed procedures.
