New NSB Installment Transferred To All Public School In Punjab

Subject:Allocation of NSB Funds for Primary. Elementary. High and Higher Secondary Schools for 3rd Quarter FY 20 19-20.
2.Finance Department has released NSB funds amounting to Rs. 3.225 billion for 3rd quarter of FY 2019-20 vide order No. SO (SNE) PMIU/2019 (NSB) dated 21st April 2020 for Primary, Elementary, High and Higher Secondary schools. These funds have been transferred into Special Drawing Accounts (SDAs) jointly operated by Chief Executive Officer, District Education Authority and District Education Officer (Secondary) in the districts, for further disbursement to respective schools. List of School-Specific NSB entitlements for Primary, Elementary, High and Higher Secondary schools in your respective districts has already been emailed.
3. For further allocation and transfer of funds by districts to schools and execution of NSB funds by schools following guidelines are issued:
a. District Education Authorities are being provided with the school-specific need based NSB funds over and above their PFC share, as a conditional grant, which cannot be used for any other purpose.
b. NSB Funds for all functional Primary, Elementary, High and Higher Secondary schools have been transferred into Special Drawing Accounts (SDA5) of DEAs for NSB for FY 2019-20. The CEOs of DEAs are required to transfer the NSB funds immediately to the respective bank accounts of school councils as their entitlements.
c. Chief Executive Officers, District Education Authorities are required to ensure that every School Council already has exclusive bank account for these funds. Head teacher and Co-chairperson of the school council will be the co-signatories of the NSB bank account. The school council NSB account can only be opened in the name of school.
d. District Education Authorities are requested to notify the entitlement list of Primary/Elementary/High/Higher Secondary schools as an Annexure of their respective district budget for FY 2019-20.
e. All NSB funds provided to schools shall be subject to audit by Auditor General of Pakistan.
School Education Department Punjab Issued Notification In This Regard
The Governor of the Punjab is pleased to accord sanction to the placement of an amount Rs. 3,225,000,000/- (Rupees Three Billion Two Hundred Twenty Five million Only) into the respective SDAs of Chief Executive Officer of District Education Authority and DEO (Secondary) in 34 districts for disbursement of Non-Salary funds for Primary, Elementary, High and Higher Secondary Schools (for 3rd Quarter FY 2019-20) out of already released amount vide Finance Department letter No. BIl-21(15)SED/2019-20 dated 08.02.2020 as detail given below:
