Time Scale Promotion Policy From BPS-01 To BPS-16
CIRCULAR By Finance Division Islamabad: Date: 22 August 2022
The Prime Minister Of Pakistan has approved to the grant of higher time scale as per Finance Division Regulation Wing instructions issued vide their O.M. No.9(7)R-1/2014-233/2022 dated 28th May 2022 to BPS-01 to BPS-16 all Civil Servants of the Federal Government thrice during the entire service as per following pattern: –
- First Time Scale: On completion of 10 years of service in the current substantive pay scale
- 2nd Time Scale: On completion of 08 years of service after the grant of FIRST-Time scale or last promotion
- Third Time Scale: On completion of 08 years of service after the grant of SECOND-TIME scale or last promotion
Time Scale to BPS-01 to BPS-04 will be admissible subject to following conditions apart from other conditions
(1)Time Scale will not be granted from back date i.e. it will not be effective before the date of TSC’s meeting.
ٹائم اسکیل پچھلی تاریخ سے نہیں دیا جائے گا یعنی یہ ٹی سی ایس کی میٹنگ کی تاریخ سے پہلے موثر نہیں ہوگا۔
(2)Time Scale will be admissible thrice in whole service. On each eve of promotion, one chance of Time Scale will be considered lapsed.
ٹائم اسکیل پوری سروس میں تین بار قابل قبول ہوگا۔ پروموشن کے ہر موقع پر، ٹائم اسکیل کا ایک موقع ضائع سمجھا جائے گا۔
(3)In case a Civil Servant is promoted before grant of time scale then the requisite length of service will be counted with effect from the date of actualization of that promotion.
اگر کسی سول سرونٹ کو ٹائم سکیل دینے سے پہلے ترقی دی جاتی ہے تو اس پروموشن کے عمل کی تاریخ سے سروس کی مطلوبہ مدت شمار کی جائے گی۔
(4)A Civil servant who is already availing benefit of Time Scale Policy or move up /placement to higher grades like in case of civil servant in BPS-01 to BPS-04, Drivers / Dispatch Riders, Superintendent and health personnel, he/she has to give irrevocable option whether he/she want to continue with old time scale /move-up/placement or new time scale policy.
ایک سرکاری ملازم جو پہلے سے ہی ٹائم اسکیل پالیسی کا فائدہ اٹھا رہا ہے یا اعلی درجے پر منتقل / تعیناتی جیسے کہ سکیل 1 سے سکیل چار کے وہ سرکاری ملازم مثلا ڈرائیور / ڈسپیچ رائڈرز، سپرنٹنڈنٹ اور ہیلتھ اہلکار، اسے نا قابل واپسی اخیتار دینا چاہے کہ وہ پرانے ٹائم اسکیل /موو اپ / پلیسمنٹ یا نئی ٹائم اسکیل پالیسی کو جاری رکھنا چاہتے ہیں
(5)Each Ministry /Division/ Department may seek an irrevocable option within one month of issuance of this Policy.
ہر وزارت/ڈویژن/محکمہ اس پالیسی کے جاری ہونے کے ایک ماہ کے اندر آریوک ایبل آپشن(نا قابل واپسی) حاصل کرنا یقینی بنا سکتا ہے۔
Keeping in view all employees of BPS-01 to BPS-04 Finance Division (Main) (i.e. SCD / DR / DMO / Daftary / Qasid / Naib Qasid / Regular Farash / Farash and Sweepers) are, therefore, requested in their own interest to irrevocable option whether they want to continue with old time scale / move-up or new time scale policy on or before 26th August 2022 positively.
