Fixation of Pay of Existing Employees

The Notification of Revised Pay Scale 2026 clearly explains how salaries will be fixed for employees already serving in government departments.

The key principles include:

  • Employees serving on 30 June 2026 will be shifted to the Basic Pay Scale 2026.
  • Pay will be fixed point-to-point according to the stage occupied in BPS-2022.
  • Employees receiving Personal Pay beyond the maximum of the previous scale will continue to receive the revised Personal Pay under the new scale.
  • Existing service benefits remain protected under the revised salary system.

This approach ensures that no employee loses financial benefits because of the pay revision.

Annual Increment under Revised Pay Scale 2026

The annual increment system remains an important part of salary progression.

Employees will continue to receive annual increments according to the revised increment values specified in the Basic Pay Scale Chart 2026.

The revised increment increases future earnings and also affects many allowances linked with basic pay.

Ad hoc Allowances 2026

The Finance Department has introduced important changes regarding Ad hoc Relief Allowances.

Ad hoc Relief Allowance 2022

The allowance granted in 2022 has been discontinued from 1 July 2026.

Ad hoc Relief Allowance 2023

  • Existing employees will continue receiving the allowance at the frozen level.
  • New entrants will receive:
    • 35% (BS-1 to BS-16)
    • 30% (BS-17 to BS-22)
calculated on the minimum of BPS-2022 on a notional basis.

Ad hoc Relief Allowance 2024

The allowance is frozen at the admissible level as of 30 June 2026.

New employees will continue receiving:

  • 25% (BS-1 to BS-16)
  • 20% (BS-17 to BS-22)

based on the minimum of BPS-2022.

Ad hoc Relief Allowance 2026

A fresh Ad hoc Relief Allowance 2026 has been introduced.

However, allowances specifically linked to an older pay scale year will not automatically increase unless separately approved by the Government.
