AGENDA ITEM # 2

Issue Regarding Ongoing Paper Marking For HSSC (Annual) Exams 2022

Controller of Examination PBCC/BISE, Lahore submitted that paper marking of
HSSC Annual Examination, 2022 is under process and as per direction of Competent
Authority only the paper makers/examiners from the Public Sector Institutions are allowed to mark the papers. However, due to lack of interest of the Public Sector teaching staff they are facing delay in meeting the scheduled target of paper marking and result declaration.

Various factors for lack of interest of public sector teachers were discussed
during the meeting. Directors of colleges from all Divisions expressed their deep concern that Board authorities never take them on board while engaging the teachers for Board duties. It was further discussed that the deplorable condition of marking centers and the attitude of the Board staff are the main reason for non-availability of senior and Public Sector teachers.

The Chair showed his dissatisfaction/displeasure over the sub-standard and
inhuman arrangements made at marking centers. He also reprimanded the Controller of Examination Gujranwala Board for overall poor performance of the Board during examinations and issues of leakage of papers.
Following directions were issued for the improvement of Marking centers and quality
of paper marking:

(1)All the Controllers of Examinations would forward written requests to Directors of colleges of their respective Divisions for subject-wise requirement of examiners ieach marking centers and directors (colleges) will ensure availability of required examiners

(2)Boards may increase the number of marking centers, if need be, in order to
reduce the travel cost of teachers.

(3)Board must establish “state of the art” marking centers to provide conducive
environment for teachers where they must provide teachers with cool drinking water, appropriate furniture instead of student chairs and benches.

(4)The Boards, in consultation with Principals/ head of the institutes where
marking centers are established, must ensure the uninterrupted power
supply and fuel for generators in case of load shedding. Boards must provide rented generators in case of nonavailability of the same in colleges/ institutes. Marking centers must be airy and well-lit, and where possible, air conditioners should also be arranged.

(5) It was also decided that, in future, before the commencement of the
examinations the Controllers must share a tentative list of paper markers with Director Colleges and Principals so that they may ensure the availability of staff for marking purposes.

(6)Higher Education Department would constitute monitoring teams to visit
different marking centers throughout the province.

(7)In future proper SOPs will be established for state of the art marking centers
for which finances/expenses shall be borne by BISEs.

(8)As already decided in an earlier meeting of PBCC, Boards will increase the
remuneration of marking @ of 20% to incentivize the teachers.

(9)Boards should also take necessary steps for timely payment of remuneration
to teachers for their services.

The meeting ended with a note of thanks to and from the Chair.
