Breaking News- Only last 5 years ACRs are required for promotion

Directorate of Public Instructions (DPI) Punjab has issued the following letter to all Chief Executive Officers (DEAs) regarding “Disposal of Pending Promotion Cases” on January 26, 2023.

It has been noted that many teachers are still waiting for promotions after having completed 20 or 25 years of service on the same scale. Their incomplete or absent ACRS for the previous period of 10 to 15 years ago is the main obstacle and reason for the delay in their promotions. The majority of reporting officers and countersigning officers have either retired from government service or passed away, making it seem impossible at this late date to maintain the previous old records (C.R. Dossier).

It has further been observed that now such awaiting posting teachers are nearer to their retirement. This issue came under discussion in a meeting of representatives of teachers with the Secretary of School Education and the Secretary of School Education has been pleased to settle this issue on a priority basis to redress the grievances of deprived teachers with the remarks that if the last 05-years PERS of concerned teachers are complete in all respect, then for the assessment of the suitability of teachers more weightage may be given to the service record/PERS for the last 05-years.

Please ensure compliance with this letter in letter and spirit and pending promotion cases of all categories of District Cadre teachers i.e. PST to EST, and EST to SST may be disposed of accordingly. The other terms and conditions as listed in Promotion Policy and amendments issued from time to time shall be observed strictly.

ڈی پی آئی پنجاب نے تمام سی ای اوز پنجاب کو مورخہ 26 جنوری 2023 کو ایک انتہائی اہم لیٹر لکھا ہے جس میں کہا گیا ہے کہ تمام کیڈر کے ٹیچرز کی ایک بہت بڑی تعداد جو پچھلے 20 سے 25 سال کی سروس کے باوجود پروموشن سے محروم ہیں ان کی پروموشن میں تاخیر کی بنیادی وجہ اور رکاوٹ 10 سے 15 سالوں کی اے سی آرز کی ڈیمانڈ ہے۔ڈی پی آئی پنجاب کا کہنا تھا پچھلے 10 سے 15 سالوں کی اے سی آر پر دستخط کرنے والے آفسران یا تو گورنمنٹ سروس سے ریٹارئر ہو چکے ہیں یا وہ وفات پا چکے ہیں لہذہ ٹیچرز کے لیے اب اے سی آرز پر دستخط کروانا ناممکن سی بات ہے ۔

یہ بنیادی مسئلہ سکریٹری سکول ایجوکیشن کے ساتھ اساتذہ کے نمائندوں کے اجلاس میں زیر بحث آیا اور سکریٹری اسکول کو اس مسئلے کو ترجیحی بنیادوں پر حل کرنے پر خوشی ہوئی ۔اگر ترقی پانے والے اساتذہ کی پچھلے پانچ سال کی اے سی آر ہر لحاط سے مکمل ہیںتو ان کی پروموشن میں کوئی رکاوٹ نہ کھڑی کی جائے ۔پروموشن کے لیے صرف پچھلے پانچ سال کی اے سی آرز ہی درکار ہوں گی۔

تمام ڈسٹرکٹ ایجوکیشن آفیسرز اس لیٹر کی تعمیل کو یقینی بنائیں اور تمام کیڈرز کے اساتذہ کے زیر التوا پروموشن کیسز کو جلد از جلد پایہ تکمیل تک پہچانے میں اپنا کردار ادا کریں ۔
