PROFORMA PROMOTION AS SST W.E.F THE DATE OF PROMOTION OF JUNIORS
I am directed to refer to this Department’s letter of even number dated 26.08.2020 on the subject noted above wherein it was clearly directed to implement the order dated 14.03.2017 passed by the Hon’ble Supreme Court of Pakistan in Civil Petition No.1068/L-2013 and advised that seniority of ESTs (Eng) be considered from their date of initial appointment. Further, it was advised that if any junior to them has been promoted then their cases after revising the seniority list, may be placed before the relevant DPC and decided as per Law/Rules/Policy.
2. It has come to the notice of the Competent Authority / Secretary, School Education with grave concern that the above said instructions disseminated are not being complied with and the number of districts are resistant to follow the same.
3. In view of the above, it is, therefore, once again directed to comply with the above said directions in letter & spirit and the seniority of ESTS (Eng.) may be determined in the light of order dated 01.03.2017 passed by the Apex Court as well as implementation report may also be conveyed to this department

سکول ایجوکیشن ڈیپارٹمنٹ پنجاب نے ای ایس ٹی (انگلش) کی سینیارٹی لسٹ کے حوالے سے پنجاب بھر کے تمام چیف ایگزیکٹیو آفیسرز کو ایک لیٹر جاری کیا ہے اور ساتھ سپریم کورٹ آف پاکستان کی ایک پٹیشن کا حوالہ دیا ہے جس میں معزز عدالت نے ایک حکم جاری کیا تھا کہ ای ایس ٹیز(انگلش) کی سنیارٹی کو ان کو ابتدائی تقرری کی تاریخ سے کنسیڈرڈ(سمجھا) کیا جائے
اگر اس حوالے سے کسی بھی جونیئر ٹیچر کو ترقی دی گئی ہے تو سنیارٹی لسٹ پر نظر ثانی کے بعد ان کے کیسز متعلقہ ڈی پی سی کے سامنے رکھے جائیں اور قانون/قواعد/پالیسی کے مطابق فیصلہ کیا جائے۔
لیٹر میں یہ بھی لکھا گیا ہے کہ مجاز اتھارٹی/ سیکرٹری سکول ایجوکیشن کے نوٹس میں یہ بات انتہائی تشویش کے ساتھ آئی ہے کہ مذکورہ بالا ہدایات پر عمل نہیں کیا جا رہا ہے اور متعدد اضلاع اس پر عمل کرنے میں رکاوٹیں کھڑی کر ر ہے ہیں۔
لہذا، ایک بار پھر ہدایت کی جاتی ہے کہ مذکورہ بالا ہدایات پر عمل کریں اور ای ایس ٹیز(انگلش) اساتذہ کی سنیارٹی کا تعین عدالت عظمیٰ کے 01.03.2017 کے حکم کی روشنی میں کیا جائے۔ اس کے ساتھ عمل درآمد کی رپورٹ بھی محکمہ کو بھیجی جائے ۔
چیف ایگزیکٹیو آفیسر بھاولنگر نے اسی لیٹر کا حوالہ دیتے ہوئے تمام ڈسٹرکٹ ایجوکیشن آفیسرز کوعمل درآمد کے لیے ہدایات جاری کر دی ہیں۔
